The grant from the U.S. Department of Education's Institute of Education Sciences will allows Heinrich to employ academic staff and at leasg four graduate students each year to work on expandinhg the project oother cities. Heinrich will continue an evaluationb of the tutoring programs MPS offers as part ofthe district'xs fulfillment of the federal No Child Left Behinx law. The law requires public schools that have not adequatelg increased student academic achievement for three year to offer childrenin low-income familie the opportunity to receive extra academic assistance such as tutoring.
Heinrich's initiao research found that Milwaukee's federally mandatedc and funded tutoring program is not necessarilu reaching the people who need the most nor is it effective in increasingvstudent achievement. "Our preliminary results suggest that the students in the tutoring programs are not performing any betteton Wisconsin's standardized tests than eligible students not involvef with the tutoring," Heinrich said. Heinrich and her co-workerse have been conducting the MPS study sinceApril 2006. The next phaswe will involve five urba school districts infour states: Milwaukee, Minneapolis, Dallas and Austin, Texas.
